AN ORDINANCE AMENDING CHAPTER 23:7-1, PARKING METER REGULATION, GENERALLY, TITLE 23, TRAFFIC, OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY, 2000, AS AMENDED AND SUPPLEMENTED, BY EXTENDING THE TIME LIMITS ON PARKING AND STREET PARKING BOUNDARIES.

WHEREAS, the Department of Engineering, Division of Traffic and Signals and the Newark Parking Authority desires to extend the time limits on parking and street parking boundaries (affecting all City Wards); and
WHEREAS, the parking time limit will be increased to allow motorists to park for an extended period of time on certain streets throughout the City; and
WHEREAS, the street parking boundaries are being extended in Chapter 7 to allow for more meter parking and to cover areas that are highly congested that do not allow for an efficient turnaround in the parking availability, due to the fact that there are no meters regulating the time limit on parking; and
WHEREAS, some of the changes made in this Ordinance will replace sections of R.O. 23:5-4 and R.O. 24:5-5 in order to have the street boundaries and hours of parking in one ordinance to make it easier for the Parking Attendants, Police Officers, and Citizens to know the regulations.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, THAT:

Section 1. That Section 23:7-3.1, Parking Limited to Eight (8) Hours 9:00 a.m. to 6:00 p.m. Except Sunday, Chapter 23:7, Parking Meter Regulations, Generally, of Title 23, Traffic and Parking, of the General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, be amended to change the name of the section, to extend the parking hours, and add additional streets to this section as follows:
23:7-3.1. Parking Limited to Eight 8 Hours 7:00 a.m. 9:00 a.m. to 6:00 p.m. 10:00 p.m. Except Sunday.
No person shall park any vehicle upon any of the following streets, portions of streets or designated points for longer than eight (8) hours between the hours specified:
a. Bergen Street from South Orange Avenue to West Market Street.
b. Division Street, both sides between Broad Street and McCarter Highway.
c. Grant Street, both sides between 8th Avenue and Broad Street.
d. Orange Street, both sides between Broad Street and Dr. Martin Luther King, Jr. Boulevard.
e. State Street, both side between University Avenue and Dr. Martin Luther King, Jr. Boulevard.
Section 2. That Section 23:7-3.2, Parking Limited to Four (4) Hours 9:00 a.m. to 6:00 p.m. Except Sunday., Chapter 23:7, Parking Meter Regulations, Generally, of Title 23, Traffic and Parking, of the General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, be amended to change the name of the section, to extend the parking hours, and add additional streets to this section as follows:

Section 5. That Section 23:7-16, Special Events Parking, Chapter 23:7, Parking Meter Regulations, Generally, of Title 23, Traffic and Parking, of the General Ordinances of the City of Newark, New Jersey, 2000, as amended and supplemented, be amended to change the name of the section, to extend the parking hours, and add additional streets to this section as follows:
23:7-16. SPECIAL EVENTS PARKING.
a. For purposes of this chapter, a special event is any event which is held at any of the venues listed in Parking Zones 4 where the general public is invited to attend and a fee is charged for admission. The following streets or portions thereof in Zone 4 are areas designated by the City which are subject to the Special Event Parking Rate in addition to any regular rate as may be set forth in Section 23:7-13, above: both sides of the following streets or portions thereof are intended unless otherwise specifically set forth:
1. Chestnut Street, both sides between Jefferson Street and New Jersey Railroad Avenue.
2. Chestnut Street, north side between Mulberry Street and Orchard Street.
3. Lincoln Park, both sides between Broad Street and Clinton Avenue.
4. Clinton Avenue, both sides between Lincoln Park and Dr. Martin Luther King, Jr. Boulevard.
5. Dr. Martin Luther King, Jr. Boulevard, both sides, between Clinton Avenue and State Street.
6. Division Street, both sides between Broad Street and McCarter Highway.
7. Mulberry Street, east side between East Park Street and Raymond Boulevard.
8. Mulberry Street, west side between Raymond Boulevard and Market Street.
9. Mulberry Street, both sides between Franklin Street and East Kinney Street.
10. Market Street, both sides between Mulberry Street and Broad Street.

Section 6. Any existing ordinances or parts thereof inconsistent with this Ordinance are hereby repealed.
Section 7. Severability. If any provision of this amendment shall be deemed unenforceable by a court of competent jurisdiction, the remainder of the amendment shall remain in full force and effect.
Section 8. This Ordinance does not require approval by the Commissioner of Transportation.
Section 9. This Ordinance shall take effect upon final passage and publication in accordance with the laws of the State of New Jersey.
