TE #43

                                          

                     WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $4,387,839.00 for the HIV Emergency Relief Program and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

                     

                     WHEREAS, by authorizing Resolutions 7R5-a and 7R1-c, dated February 16, 2022, the City of Newark accepted and inserted a partial award for the HIV Emergency Relief Project Grants in the amount of $8,138,173.00; and

 

                     WHEREAS, by the award letter dated May 20, 2022, the U.S. Department of Health and Human Services/Health Resources and Services Administration (HRSA) has awarded the City of Newark additional funds for the HIV Emergency Relief Program in the amount of $4,387,839.00 bringing total program resources to $12,526,012.00; and

                     

                     WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriation adopted in 2022, pursuant to N.J.S.A. 40A:4-20 including this Resolution total…………………$417,008,917.23.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2022 budget.

 

3.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the Acting City Clerk.

 

 

STATEMENT

 

This Legislation authorizes and establishes the temporary emergency appropriation for the HIV Emergency Relief Program in the amount of $4,387,839.00 bringing total program resources to $12,526,012.00. The U.S. Department of Health and Human Services/Health Resources and Services Administration has awarded the funds. The project period is March 1, 2022 through February 28, 2023.
