WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $168,851.00 for the Sexually Transmitted Diseases (STD) Program and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Award Letter dated April 29, 2022, the State of New Jersey Department of Health, Division of HIV, STD, and TB Services awarded the City of Newark funds for the Sexually Transmitted Disease Program in the amount of $168,851.00 to provide outreach and educational services to include, but not limited to medical and laboratory services and patient follow-up; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2022, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total ……………. $350,831,319.23.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation.
2. A temporary emergency appropriation be and the same is hereby made for the following classification.

3. Said emergency appropriation shall be provided for in the 2022 budget.
4. The Acting City Clerk shall file a copy of this Resolution with the Director of Local Government Services.
STATEMENT
This Resolution authorizes and establishes the temporary emergency appropriation for the Sexually Transmitted Diseases (STD) Program in the amount of $168,851.00. The State of New Jersey Department of Health, Division of HIV, STD, and TB Services has awarded the funds. The project period is July 1, 2022 through June 30, 2023 (City-Wide).
