 WHEREAS, the City of Newark’s Department of Health and Community Wellness provides childhood lead exposure prevention services for children six (6) months through children younger than seventeen (17) years of age under the Childhood Lead Exposure Prevention (CLEP) Program; and

 

WHEREAS, the New Jersey Department of Health, has made grant funds available for the provision of such services through the CLEP; and

 

                     WHEREAS, on or about April 28, 2022, on behalf of the City of Newark (the “City”), the Acting Director of the Department of Health and  Community Wellness, submitted an application to the New Jersey Department of Health, 369 S. Warren Street, Trenton, New Jersey 08608, requesting grant funding in the amount of One Million Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00), for the CLEP Program, to provide lead exposure prevention, community outreach, case management, environmental interventions, and lead abatement services for children with EBLs of 5 and above; and

 

 WHEREAS, as a result of this application, the City has been awarded a grant in the amount of One Million Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00) from the New Jersey Department of Health, CLEP Program, to provide lead exposure prevention, community outreach, case management, environmental interventions, and lead abatement services for children with EBLs of 5 and above, for the period commencing July 1, 2022 through June 30, 2023; and

 

WHEREAS, the City’s Department of Health and Community Wellness, desires to accept funds in the amount of One Million Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00); and

 

WHEREAS, no matching funds from the City are required in the acceptance of this grant award; and

 

WHEREAS, the City recognizes that the New Jersey Department of Health, CLEP Program, may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, New Jersey Department of Health, CLEP Program, may amend the grant to reflect the extension of the grant period and/or increase or decrease of additional funds, if made available (see Letter of Intent attached hereto); and

 

WHEREAS, the City’s Department of Health and Community Wellness, shall upon any such extension of time of the grant and/or increase or decrease of additional funds, file an amending resolution reflecting the final term and award amount of the grant; and 

 

WHEREAS, terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to New Jersey Department of Health, 369 S. Warren Street, Trenton, New Jersey 08608, requesting grant funding in the amount of One Million Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00) from New Jersey Department of Health, 369 S. Warren Street, Trenton, New Jersey 08608, for the provision of lead exposure prevention, community outreach, case management, environmental interventions, and lead abatement services for children with EBLs of 5 and above.

 

2.                      A copy of the application is attached hereto and made a part hereof.                                                                                                               

 

3.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission, on or about April 28, 2022, to the date of adoption of this authorizing Resolution.

 

4.                     The grant award in the amount of One Million Four Hundred Thousand Dollars and Zero Cents ($1,400,000.00) from the New Jersey Department of Health is hereby accepted (a copy of the Letter of Intent is attached hereto and made a part hereof).

 

5.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the New Jersey Department of Health, Childhood Lead Exposure Prevention (CLEP) Program, for the period commencing July 1, 2022 through June 30, 2023.

 

6.                     The City’s Department of Health and Community Wellness, shall upon any extension of time of the grant, and/or increase or decrease of additional funds, file an amending resolution reflecting the final time and award amount of the grant.

 

7.                     No matching or in-kind municipal funds are required for the acceptance of this grant.

 

8.                     The Municipal Council hereby ratifies the acceptance of this grant from July 1, 2022 to the date of adoption of this authorizing Resolution.

 

9.                     The Acting Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant in the Office of the City Clerk.

 

                                                 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness on actions taken to apply for and accept grant funding from the New Jersey Department of Health, 369 S. Warren Street, Trenton, New Jersey 08608, in the amount of $1,400,000.00, for the continued provision of Childhood Lead Exposure Prevention (CLEP) Program to provide community outreach, case management, environmental interventions, and lead abatement services for children with Elevated Blood Levels (EBLs) of 5 and above, for the period commencing July 1, 2022 and terminating June 30, 2023.  These funds shall be used exclusively for this project.  No matching funds are required for the receipt or acceptance of these grant funds.
