WHEREAS, the City of Newark, Department of Health and Community Wellness (hereinafter the “City”), provides medical care services, pursuant to and consistent with Health Care Program Statutes (Section 330 of Public Health Services Act: 42 U.S.C. Section 254b), Program Regulation (43CFR part 51 and 42 CFR 56.201) for Community and Migrant Health Centers and Grant Regulations (42 CFR part 74), Affordable Health Care Act; and

 

WHEREAS, Seton Hall University has made grant funds available for the expansion and strengthening of nurse workforce for integrated health in vulnerable population; and

 

                     WHEREAS, on or about February 2, 2022, Seton Hall University electronically filed an application to Health Resources and Services Administration (HRSA), requesting grant funding in the amount of Nine Hundred Ninety-One Thousand Two Dollars and Zero Cents ($991,002.00), to provide for the expansion and strengthening of nurse workforce for integrated health in vulnerable populations; and

 

WHEREAS, as a result of this application, Seton Hall University was awarded a grant on June 27, 2022, in the amount of Six Hundred Eighty-Six Thousand Seven Hundred Twelve Dollars and Zero Cents ($686,712.00), of which Seton Hall University, as a Pass Through Entity, wishes to contract with the City of Newark, as a Sub-recipient of the grant award, (a copy of the Sub-Recipient Agreement is attached hereto and made a part hereof), in the amount of Two Hundred Twelve Thousand Three Hundred Eighty-Two Dollars and Zero Cents ($212,382.00), to provide for the expansion and strengthening of nurse workforce for integrated health in vulnerable populations, for the budget period of July 1, 2022 through June 30, 2023 (a copy of the Notice of Award is attached hereto and made a part hereof); and

 

WHEREAS, on or about August 17, 2022, the Acting  Director of the Department of Health and Community Wellness, did execute and cause the appropriate electronic submission to be filed necessary to accept the above-mentioned grant award; and

 

WHEREAS, the City recognizes that Seton Hall University may extend the time of the grant award and/or provide additional funds if made available; and

 

WHEREAS, Seton Hall University may amend the grant to reflect the grant time extension and/or increase or decrease of additional funds if made available; and

 

WHEREAS, the City and the Department of Health and Community Wellness, shall, upon any such extension of time of the grant and or increase or decrease of additional funds, submit to the Municipal Council for its consideration a proposed form of amending resolution reflecting the final term and award amount of the grant; and 

 

WHEREAS, terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by Resolution.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to accept Sub-Recipient grant funding from Seton Hall University, in the amount of Two Hundred Twelve Thousand Three Hundred Eighty-Two Dollars and Zero Cents ($212,382.00) to provide for the expansion and strengthening of nurse workforce for integrated health in vulnerable populations.

 

2.                     The resulting grant award in the amount of Two Hundred Twelve Thousand Three Hundred Eighty-Two Dollars and Zero Cents ($212,382.00), from Seton Hall University is hereby accepted.

 

3.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to file the electronic acceptance necessary to accept the funds from Seton Hall University.

 

4.                     The Municipal Council hereby ratifies the acceptance of this grant award from the date the electronic acceptance was executed, on or about August 17, 2022, to the date of adoption of this authorizing Resolution.

 

5.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award to provide for the expansion and strengthening of nurse workforce for integrated health in vulnerable populations for the period commencing on July 1, 2022 and terminating June 30, 2023.

 

6.                     The City of Newark, Department of Health and Community Wellness shall, upon any extension of time of the grant, and/or increase or decrease of additional funds, submit to the Municipal Council for its consideration a proposed form of amending resolution reflecting the final time and award amount of the grant.

 

7.                     No municipal matching funds are required for the receipt or acceptance of this grant award.

 

 

STATEMENT

 

This Resolution authorizes and ratifies the actions taken by the Mayor of the City of Newark and/or his designee, the Acting Director of Health and Community Wellness, to accept grant funds, from Seton Hall University, in the amount of $212,382.00, to provide for the expansion and strengthening of nurse workforce for integrated health in vulnerable population for the period commencing on July 1, 2022 and terminating on June 30, 2023. No municipal matching funds are required for the receipt or acceptance of the grant funds.
