 WHEREAS, the State of New Jersey Department of Health, Division of Public Health Infrastructure, Laboratories and Emergency Preparedness (PHILEP), provides funding to strengthen state, local, tribal, and territorial public health preparedness and response capability through a continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and taking corrective action through the PHILEP New Jersey Local Information Network and Communication System (NJLINCS Agencies) 2023 Grant; and

 

WHEREAS, the City of Newark (the “City”) desires to maintain and enhance the capabilities of its emergency-ready public health department by upgrading, integrating and evaluating Newark’s preparedness for and response to terrorism, pandemic, and other public health emergencies by obtaining funding from the PHILEP (NJLINCS Agencies) 2023 Grant Program; and

 

WHEREAS, on or about August 3, 2022, on behalf of the City of Newark, the Acting Director  of the Department of Health and Community Wellness submitted an application to the New Jersey Department of Health, Division of PHILEP, requesting grant funding in the amount of Six Hundred Seventy-Three Thousand, Seven Hundred and Ninety Dollars and Zero Cents ($673,790.00), from the PHILEP (NJLINCS Agencies) 2022 Grant Program, to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies; and

 

WHEREAS, as a result of this application, the City of Newark was awarded a grant in the amount of Six Hundred Seventy-Three Thousand, Seven Hundred and Ninety Dollars and Zero Cents ($673,790.00), from the New Jersey Department of Health, Division of PHILEP, to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies for the period commencing July 1, 2022, and terminating June 30, 2023; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept the grant award in the amount of Six Hundred Seventy-Three Thousand, Seven Hundred and Ninety Dollars and Zero Cents  ($673,790.00), with no City funds required; and

 

WHEREAS, the City of Newark recognizes that the New Jersey Department of Health, Division of PHILEP, may extend the time of the grant award and/or provide additional funds if made available; and

 

WHEREAS, the New Jersey Department of Health will amend the grant to reflect the grant time extension and/or increase or decrease funds if made available.

 

           NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Acting Director  of the Department of Health and Community Wellness, are authorized to submit an application to the New Jersey Department of Health, Division of PHILEP, requesting grant funding in the amount of Six Hundred Seventy-Three Thousand, Seven Hundred and Ninety Dollars and Zero Cents  ($673,790.00), from the PHILEP (NJLINCS Agencies) 2023 Grant Program to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies with no City funds required (a copy of the application is attached hereto and made a part hereof).

 

2.                     The Municipal Council ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of Six Hundred Seventy-Three Thousand, Seven Hundred and Ninety Dollars and Zero Cents  ($673,790.00), from the New Jersey Department of Health, Division of PHILEP, is hereby accepted (a copy of the Letter of Intent is attached hereto and made a part hereof).

 

4.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the New Jersey Department of Health, Division of PHILEP in the amount of Six Hundred Seventy-Three Thousand, Seven Hundred and Ninety Dollars and Zero Cents  ($673,790.00),  to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies, for the period commencing on July 1, 2022 and terminating on June 30, 2023 (a copy of the Letter of Intent is attached hereto and made a part hereof).

 

5.                     The Municipal Council hereby ratifies the acceptance of this grant from July 1, 2022 to the date of adoption of this authorizing resolution.

 

6.                     No municipal funds are required for application, or acceptance of this grant award.

 

7.                     The Acting Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application, and the grant agreement in the Office of the City Clerk.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the actions taken by the Mayor of the City of Newark and or/his designee and the Acting Director of the Department of Health and Community Wellness, to apply for and accept grant funds in the amount of Six Hundred Seventy-Three Thousand, Seven Hundred and Ninety Dollars and Zero Cents  ($673,790.00), from the New Jersey Department of Health, Division of PHILEP, to upgrade the City’s local public health systems relative to preparedness and responses to terrorism and other public threats and emergencies, for the period commencing July 1, 2022 and terminating June 30, 2023. No municipal funds are required for application or acceptance of this grant award.
