WHEREAS, the Department of Health and Community Wellness provides nutritional services, nutritional education, immunization screening and education, voter registration, and family care enrollment through the Women, Infant and Children (WIC) Program; and

 

WHEREAS, the State of New Jersey, Department of Health and Senior Services, has made grant funds available for the provision of a Supplemental Nutrition Program for Women, Infants and Children (WIC), in the Greater Newark area; and

 

WHEREAS, on September 9, 2022, on behalf of the City of Newark, the Acting Director of the Department of Health and Community Wellness submitted an application to the State of New Jersey, Department of Health and Senior Services, requesting grant funding in the amount of Two Million, Ninety-Five Thousand, Sixty-Four Dollars and Zero Cents ($2,095,064.00), for the provision of Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the Greater Newark area; and

 

WHEREAS, as a result of the application, the City of Newark has been awarded a grant in the amount of Two Million, Ninety-Five Thousand, Sixty-Four Dollars and Zero Cents ($2,095,064.00), from the New Jersey Department of Health and Senior Services for Supplemental Nutrition Services for the Women, Infants and Children (WIC) Program, for the period commencing  October 1, 2022 and terminating  September 30, 2023; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness desires to accept funds in the amount of Two Million, Ninety-Five Thousand, Sixty-Four Dollars and Zero Cents ($2,095,064.00); and

 

WHEREAS, the City of Newark, recognizes that the State of New Jersey Department of Health and Senior Services, may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, the State of New Jersey, Department of Health, Division of Family Health Services, will amend the grant time extension and/or increase or decrease any additional funds, if made available; and

 

WHEREAS, the City of Newark, Department of Health and Community Wellness, shall collaborate with the Department of Finance to file an amending fiscal resolution reflecting the additional grant time and amount, including any extensions and/or increase or decrease of any additional funds, if made available by the State of New Jersey Department of Health, Division of Family Health Services

 

    NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Health, Division of Family Health Services, requesting grant funding in the amount of Two Million, Ninety-Five Thousand, Sixty-Four Dollars and Zero Cents ($2,095,064.00), for the provision of the Supplemental Nutrition Program for Women, Infants and Children (WIC) in the City of Newark, with no City funds required (a copy of the application is attached hereto and made a part thereof).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this resolution.

 

3.                     The grant award in the amount of Two Million, Ninety-Five Thousand, Sixty-Four Dollars and Zero Cents ($2,095,064.00), from the State of New Jersey, Department of Health, Division of Family Health Services, is hereby accepted (a copy of the letter of intent is attached hereto and made apart hereof).

 

4.                     The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, are hereby authorized to enter into and execute any and all supporting documents with the State of New Jersey, Department of Health, Division of Family Health Services, to receive and expend the grant award in the amount of Two Million, Ninety-Five Thousand, Sixty-Four Dollars and Zero Cents ($2,095,064.00), for the provision of Supplemental Nutrition Services for the Women, Infants and Children (WIC) Program in the City of Newark, for the period commencing October 1, 2022 and terminating September 30, 2023.

 

5.                     The City of Newark, Department of Health and Community Wellness, shall upon notice of any extension of time of the grant and or increase or decrease of additional funds shall collaborate with the Department of Finance to file an amending fiscal resolution, reflecting the final time and award amount of the grant.   

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Acting Director of the Department of Health and Community Wellness shall file a fully-executed copy of the grant application, grant award letter and all supporting documents in the Office of the City Clerk.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Health and Community Wellness, to apply for and accept grant funds from the State of New Jersey, Department of Health, Division of Family Health Services, for the provision of Supplemental Nutrition Services for Women, Infants and Children (WIC) Program in the City of Newark, in the amount of Two Million Ninety-Five Thousand, Sixty-Four Dollars and Zero Cents ($2,095,064.00), for the period commencing on October 1, 2022 and terminating on September 30, 2023.
