WHEREAS, the City’s Department of Health and Community Wellness provides medical care services pursuant to and consistent with Health Care Program Statutes (Section 330 of Public Health Services Act: 42 U.S.C. Section 254(b), Program Regulation (43 CFR part 51 and 42 CFR 56.201) for Community and Migrant Health Centers and Grant Regulations (42 CFR part 74), Affordable Health Care Act; and
WHEREAS, the New Jersey Department of Health and Human Services, has made grant funds available for the provision of such services; and
WHEREAS, on or about January 16, 2023, on behalf of the City of Newark (the “City”), the Director of the Department of Health and Community Wellness electronically filed an application to the New Jersey Department of Health and Human Services, P.O. Box 360, Trenton, New Jersey 08625-0360, requesting grant funding for the continued provision of health care services including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations, which includes the City of Newark (a copy of the application is attached hereto and made a part hereof); and
WHEREAS, as a result of this application, the New Jersey Department of Health and Human Services awarded the City a grant in the amount of One Hundred Twenty One Thousand Three Hundred Fifteen Dollars and Zero Cents ($121,315.00), for the continued provision of health care services including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations, which includes the City of Newark for the period of December 1, 2022 through May 31, 2023 (a copy of the Notice of Award is attached hereto and made a part hereof); and
WHEREAS, the Director of the Department of Health and Community Wellness did subsequently, on behalf of the City of Newark, cause the appropriate electronic submission to be made necessary to accept the above-mentioned grant award; and
WHEREAS, the City recognizes that the New Jersey Department of Health and Human Services, may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, the New Jersey Department of Health and Human Services, may amend the grant to reflect the grant time extension and/or increase or decrease of additional funds if made available; and
WHEREAS, the City’s Department of Health and Community Wellness, shall upon any such extension of time of the grant and or increase or decrease of additional funds, file an amending resolution reflecting the final term and award amount of the grant; and
WHEREAS, terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the New Jersey Department of Health and Human Services, Hubert H. Humphrey Building, P.O. Box 360, Trenton, New Jersey 08625-0360, requesting funding for the continued provision of health care services, including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations, which includes the City of Newark for the period of December 1, 2022 through May 31, 2023.
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of One Hundred Twenty One Thousand Three Hundred Fifteen Dollars and Zero Cents ($121,315.00), from the New Jersey Department of Health and Human Services, is hereby accepted.
4. The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award for the continued provision of health care services to the medically underserved populated areas, which includes the City of Newark for the period commencing on December 1, 2022 and terminating on May 31, 2023.
5. The City’s Department of Health and Community Wellness, shall upon any extension of time of the grant, and/or increase or decrease of additional funds, file an amending resolution reflecting the final time and award amount of the grant.
6. The Municipal Council hereby ratifies the acceptance of this grant award from the date the electronic acceptance was filed to the date of adoption of this authorizing resolution.
7. No municipal matching funds are required for the receipt or acceptance of this grant award.
8. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and the grant award letter in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the actions taken by the Mayor of the City of Newark and/or his designee, the Director of Health and Community Wellness, to apply for and accept grant funds in the amount of $121,315.00, from the New Jersey Department of Health and Human Services, for the continued provision of health care services including an increase in COVID-19 vaccination capacity, confidence and ensure equitable distribution across the jurisdiction, including among high-risk and underserved populations, which includes the City of Newark for the period of December 1, 2022 through May 31, 2023. No municipal matching funds are required for the receipt or acceptance of the grant funds.
