WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $121,315.00 for the Expanding COVID -19 Vaccination Program and no adequate provision has been made in the 2023 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by the Notice of Award dated December 2, 2022, the US Department of Health and Human Services, Health Resources and Services Administration (HRSA), Bureau of Primary Health Care (BPHC)
awarded the City of Newark funds for $121,315.00. The aforementioned program will provide funds for the provision of health care and supportive services to the residents of the City of Newark; and
