WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Ninety One Thousand Dollars and Zero Cents ($91,000.00) for the Local Recreation Improvement Grant 2023 and no adequate provision has been made in the 2023 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by Resolution 7R1-g dated March 15, 2023, the City of Newark (the "City") has Local Recreation Improvement Grant 2023 from New Jersey Department of Community Affairs, Division of Local Government Services, in the amount of Ninety One Thousand Dollars and Zero Cents ($91,000.00) to provide funding for asbestos abatement in the locker rooms and bathrooms at the Sharpe James/Kenneth A. Gibson Recreation Center, also known as the Ironbound Recreation Center located at 226 Rome Street in the city's East Ward; and
