Additional Information:
The 2024 Newark Homeless Housing Grant will provide additional shelter for Newark's chronically homeless, establish a Drop-in-Center in Newark, enhance the City’s current street outreach efforts, and assist the City’s efforts to support residents with temporary housing and supportive services.

WHEREAS, the City of Newark (“City”) desires to apply for and obtain a New Jersey legislative “line item” grant from the New Jersey Department of Community Affairs (the “Department”) for approximately Five Million Dollars and Zero Cents ($5,000,000.00) to carry out a “2024 Newark Homeless Housing and Services” Project, to provide funds to create and provide additional shelter for Newark's chronically homeless, establish a Drop-in-Center in Newark, enhance the City’s current street outreach efforts, and assist the City’s efforts to support residents with temporary housing and supportive services; and
WHEREAS, on or about March 13, 2024, the City’s Business Administrator did cause an application for such grant funds to be submitted to the Department (a copy of which is attached hereto and made a part hereof); and
WHEREAS, the Department has informed the City that the City’s application has been approved; and
WHEREAS, the Department requires that the City pass a Resolution authorizing the grant application before a grant agreement can be entered into which would then authorize the release of the grant funds to the City; and
WHEREAS, no municipal funds are required for the receipt or acceptance of the grant award.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Business
Administrator is hereby authorize to apply to submit application for grant from the Department of Community Affair in the amount of approximately Five Million Dollars and Zero Cents ($5,000,000.00).
2. The Municipal Council hereby ratifies its authorization of this application form the date of application submission to the date of adoption of this authorizing Resolution.
3. Upon notification of receipt of grant award in connection with application the Mayor and /or his designees, the Business Administrator is hereby authorized to accept and enter into and execute grant documents with the Department of Community Affairs to expend grant-funding funds pursuant to the terms of the agreement.
4. The City hereby accepts that the Department of Community Affairs may offer a lesser or greater amount and therefore, upon receipt of the grant agreement from the New Jersey Department of Community Affairs, does further authorize the execution of any such grant agreement by the Mayor of the City of Newark and/or his designee, the Business Administrator.
5. The persons whose names, titles, and signatures appear below are authorized to sign the application, and that they or their successors in said titles are authorized to sign the grant agreement and any other documents necessary in connection therewith.
6. The Business Administrator shall file fully executed copies of the grant application and grant agreement in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes to submit application for a grant in the amount of $5,000,000.00 from the New Jersey Department of Community Affairs to carry out a “2024 Newark Homeless Housing and Services” project, to provide funds to create and provide additional shelter for Newark's chronically homeless, establish a Drop-in-Center in Newark, enhance the City’s current street outreach efforts, and assist the City’s efforts to support residents with temporary housing and supportive services. This Resolution, also authorizes the acceptance and execution of a grant agreement with the Department, upon receipt. No municipal funds are required for the receipt or acceptance of the grant funds.
