WHEREAS, on September 13, 2023, pursuant to N.J.S.A. 40A:11-4.1 et seq., the City of Newark (“City”) through its then serving Qualified Purchasing Agent (“QPA”) advertised and solicited proposals for the provision of Street Outreach and Navigation Services for the Office of Homeless Services; and
WHEREAS, the Division of Central Purchasing also published said request for proposal (“RFP”) package on the City’s online procurement portal to provide broader access and download capability to potential vendors; and
WHEREAS, on October 5, 2023 the Division of Central Purchasing received four (4) proposals in response to the RFP from the following vendors: Bridges Outreach Inc., 120 Morris Avenue, Summit, New Jersey 07901; HS&H Outreach Services, A NJ Nonprofit Corporation, 900 Main Street, Suite A, Patterson, NJ 07503; Joi’s Angels, 114 South Arlington Avenue, East Orange, New Jersey 07018 and Urban Care, 495 Washington Street, Newark, New Jersey 07102; and
WHEREAS, no-conflict letters were issued, signed and received from each of the Evaluation Committee members who were selected to evaluate the proposals; and
WHEREAS, based on the Evaluation Committee’s evaluation, the Office of Homeless Services, recommended that a single award be made to Bridges Outreach Inc., that vendor having submitted the most advantageous proposal price and other factors considered; and
WHEREAS, the then serving QPA concurred with said recommendation; and
WHEREAS, pursuant to N.J.S.A. 40A:11-24, the recommended vendor consented to holding their prices beyond sixty (60) days; and
WHEREAS, pursuant to N.J.S.A.19:44A-20.5 et seq., the aforementioned proposal solicitation meets the requirements of the Fair and Open Process; and
WHEREAS, attached hereto is the City’s Chief Financial Officer’s Certification of the Availability of Funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Business Administrator are hereby authorized to enter into and execute a contract with Bridges Outreach Inc., 120 Morris Avenue, Summit, New Jersey 07901 to provide Street Outreach and Housing Navigation Services to unsheltered Newark residents. Said contract shall be for the period commencing on January 1, 2024 and terminating on December 31, 2024, with a one (1) year option to renew. The contract shall be for an amount not to exceed Eight Hundred Thousand Dollars and Zero Cents ($800,000.00).
2. Authorization of the use of the competitive contracting process to contract for street outreach and navigation services is ratified from September 13, 2023 to the date of adoption of this resolution.
3. The contract between the City of Newark (“City”) and Bridges Outreach Inc., is hereby ratified from January 1, 2024 to the date of the adoption of this authorizing resolution.
4. There shall be no amendments or changes to the contract without the approval of the Municipal Council.
5. There shall be no advance payment on this contract in accordance with N.J.S.A. 40A:5-16. The City’s Chief Financial Officer has certified that sufficient funds are available in the following account: NW051-G23-M23Q0-71280-B2023.
6. The contract is being awarded pursuant to the Fair and Open Procedures of the State Pay-to-Play Law (N.J.S.A. 19:44A-20.5) and pursuant to the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-5(1)(a)(i); and is in compliance with the City’s Contractor Pay-to-Play Reform Ordinance, R.O. 2:4-22C.
7. The City’s acting Purchasing Agent shall file a fully executed copy of the contract in the office of the City Clerk, which shall be made available public inspection.
STATEMENT
This Resolution authorizes the Mayor of the City of Newark and/or his designee, the Business Administrator to enter into and execute a contract with Bridges Outreach Inc., for Street Outreach and Housing Navigation Services in an amount not to exceed Eight Hundred Thousand Dollars and Zero Cents ($800,000.00) for the period January 1 2024 through December 31, 2024.
