WHEREAS, the City of Newark's (hereinafter, "City") Department of Health and Community Wellness (hereinafter, "DHCW") provides medical care services pursuant to and consistent with the Health Center Program laws and regulations (including Section 330 of Public Health Services Act, 42 U.S.C. Section 254b and 42 C.F.R. ? 51c.301, et seq.); and
WHEREAS, the New Jersey State Department of Banking and Insurance, located at P.O. Box 325, Trenton, New Jersey 08625 (hereinafter, "DOBI"), requested applications for the New Jersey State Navigator Grant; and
WHEREAS, Grantees who serve as State Navigators shall assist consumers to enroll and re-enroll in health coverage through the New Jersey State-Based Marketplace; and
