The Grant Agreement between the Department of Housing and Urban Development (HUD) and the City of Newark is made pursuant to the authority of the Consolidated Appropriations Act, 2023 (Public Law 117-103); and the Explanatory Statement for Division L of that Act, which was printed in the House section of the Congressional Record on January 3, 2023 (Explanatory Statement); and superseding provisions of the Consolidated Appropriations Act, 2023 (Public Law 117-328).

WHEREAS, The Lincoln Park Restoration Project is the transformational centerpiece of the planned re-emergence of the Lincoln Park Neighborhood as an artistic, energetic, healthy and empowered community; and
