WHEREAS, the City of Newark desires to apply for and obtain a New Jersey legislative "line item" grant from the New Jersey Department of Community Affairs (the "Department") for approximately One Million and Five Hundred Dollars and Zero Cents ($1,500,000.00) to carry out the "Community Policing 2026 Grant" Project to foster initiatives, programs, and opportunities to reduce violence and strengthen relationships between law enforcement and Newark communities; and
