WHEREAS, on September 13, 2023, pursuant to N.J.S.A. 40A:11-4.1 et seq., the City of Newark ("City") through its then serving Qualified Purchasing Agent ("QPA") advertised and solicited proposals for the provision of Street Outreach and Navigation Services for the Office of Homeless Services; and
WHEREAS, the Division of Central Purchasing also published said request for proposal ("RFP") package on the City's online procurement portal to provide broader access and download capability to potential vendors; and
