WHEREAS, the City of Newark, Department of Engineering, Division of Traffic and Signals (the "City"), advertised for receipt of bids on March 28, 2023 and April 4, 2023, for the Central Avenue and Dr. Martin Luther King, Jr. Boulevard Intersection project, Contract #2022-07; and
