WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of 579,790.00 for the Public Health Infrastructure, Laboratories and Emergency Preparedness (PHILEP)/Bio-Terrorism Program (hereinafter the "Bio-Terrorism Program") and no adequate provision has been made in the 2021 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by grant agreement dated October 21, 2020, the State of New Jersey Department of Health has awarded the City of Newark funds for the Bio-Terrorism Program in the amount of Five Hundred Seventy-Nine Thousand Seven Hundred Ninety Dollars and Zero Cents ($579,790.00) to upgrade the City of Newark's public health preparedness and response capabilities.; and
