WHEREAS, the City of Newark, Department of Water and Sewer Utilities ("City"), seeks to prevent, mitigate, and control the harmful algal bloom outbreaks that occur within the reservoirs of the Pequannock Watershed and which are served by the Pequannock Water Treatment Plant; and
WHEREAS, the City desires to apply for and obtain a New Jersey legislative "line item" grant from the New Jersey Department of Environmental Protection ("NJDEP") for approximately $475,000.00, to provide Algae Control Treatment - Water Supply Reservoirs serving the City of Newark - Pequannock Water Treatment Plant; and
WHEREAS, on March 16, 2020, in response to the NJDEP's Request for Proposals for "Grants to prevent, mitigate and/or control Freshwater Harmful Algal
Blooms", the Director of the Department of Water and Sewer Utilities completed the application and submitted a proposal for such grant funds (a copy of which is attached hereto and made a part hereof); and
