WHEREAS, the Clean Communities Program Act, N.J.S.A. 13:1E-213, et seq. ("Act"), established a Clean Communities Program Fund administered by the New Jersey Department of Environmental Protection ("NJDEP"), from which grants may be made to municipalities in order to encourage increased anti-litter campaigns; and

WHEREAS, the City of Newark ("City") is eligible, without application, to receive an annual grant under the Act to create or to supplement an existing litter reduction program within the municipality; and

WHEREAS, the City desires to further the public interest by obtaining funding from the Clean Communities Program Fund with the intent of the Act to use the grants to develop new municipal anti-litter programs and to continue and expand existing programs; and

WHEREAS, in order to receive and accept Clean Communities Program funds, recipient municipalities are required to comply with the requirements of the Act and the Clean Communities Program Guidelines ("Guidelines"). (a copy of the Guidelines are attached hereto and made a part of this Resolution).
