WHEREAS, the Municipal Council of the City of Newark on August 1, 2012, pursuant to Resolution No. 7R5-A, authorized the Mayor and/or his designee the Director of Finance to enter into a contract with Malcolm Pirnie - Arcadis U.S., Inc., 17-17 Route 208 North, Fair Lawn, New Jersey 07410, for a total amount not to exceed $45,000.00, to conduct a water and sewer rate study for the City of Newark, as the only responsible and lowest bidder, in accordance with the RFP Specifications; and
WHEREAS, the Resolution and Professional Services Agreement provide that the term of the contract will be established for a four (4) month term pursuant to N.J.S.A. 40A:11-3(b); and
WHEREAS, the water and sewer rate study for the City of Newark will not be completed by October 19, 2012; and
WHEREAS, the Department of Finance is requesting authorization to enter into a First Amended Contract with Malcolm Pirnie - Arcadis U.S., Inc., to extend the contract period to complete the water and sewer rate study for the City of Newark to February 19, 2013; and
