WHEREAS, the City of Newark applied for a One Million Dollar ($1,000,000.00) from the United States Environmental Protection Agency (“USEPA”) Revolving Loan Fund Grant to, among other things, fund marketing and outreach, management, underwriting and loans/sub-grants relating to the cleanup of brownfield sites located within the City; and
WHEREAS, as a result of the above application, the City was awarded the grant funds and pursuant to Resolution 7R3-h, authorized on February 3, 2010, accepted said grant funds and entered into a grant agreement with USEPA; and
WHEREAS, a portion of the USEPA Revolving Loan Fund (“RLF”) Program provides for funding in the form of sub-grants that may be made available by the City to not-for-profit entities in support of conducting environmental cleanup activities at qualifying brownfield properties located within the City of Newark; and
