WHEREAS, the City of Newark, Department of Engineering has determined that Delancy Street between Avenue I and Rutherford Street is in need of major reconstruction, and through a federally funded Local Scoping process, has performed an alternative analysis to identify and evaluate viable feasible alternatives to reconstruct Delancy Street; and
WHEREAS, the Department of Engineering’s preferred alternative, referred to as Alternative 4 in the Delancy Street Local Scoping Project Alternative Analysis Report (a copy of the Delancy Street Local Scoping Project Alternative Analysis Report is attached hereto and made a part hereof), is a complete reconstruction of Delancy Street between Avenue I and Rutherford Street and requires right of way acquisition and easements; and
WHEREAS, the City of Newark requires funds for the right of way acquisition and easements for Delancy Street between Avenue I and Rutherford Street; and
WHEREAS, on November 13, 2012, the City of Newark received a letter (a copy of the authorization letter is attached hereto and made a part hereof) from the advising that the Federal Hig...
