WHEREAS, the United States Department of Housing and Urban Development (HUD) published a Notice of Funding Availability on June 11, 2010 under Docket No. 75FR33323 (the “NOFA”) to make Shelter Plus Care Program (S+C) funds for rental subsidies for homeless residents with disabilities available through a competitive application process open to states, units of general local government, nonprofits, and consortia of nonprofits; and

WHEREAS, the City of Newark is committed to ending homelessness by working with social service providers, the County of Essex and the State of New Jersey, to create permanent supportive housing opportunities for homeless residents; and
WHEREAS, on November 4, 2010, on behalf of the City of Newark, the Office of the Mayor submitted an application to HUD requesting grant funding in the amount of $671,400.00 from the Shelter Plus Care Program, to provide rental subsidies for post incarcerated homeless with disabilities; and
