WHEREAS, the Newark Municipal Council through Resolution 7R1-E adopted on March 21, 2012, ratified and authorized the Mayor and/or his designee, the Director of Emergency Management and Homeland Security, to submit an application to the New Jersey Office of Homeland Security and Preparedness requesting grant funding in the amount of $1,000,000.00 from the FY ’10 Emergency Operations Center Grant Program for the purchase of interoperability equipment and consulting services in support of equipment acquisition for the City of Newark Office of Emergency Management and Homeland Security, 480 Clinton Avenue, Newark, New Jersey 07108, for the period commencing on April 30, 2010 and terminating on May 31, 2013; and
