WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $68,942.00 for the FY2013 Subregional Transportation Planning Grant (STP) and no adequate provision has been made in the 2013 Temporary Budget for the aforesaid purpose; and N.J. 40A:4-20 provides for the creation of an emergency appropriation for the purpose of aforementioned; and
WHEREAS, by Resolution 7R4-d dated December 5, 2012, the City of Newark accepted the Subregional Transportation Planning Grant in the amount of $68,942.00 to enter into and execute any necessary documents with the North Jersey Transportation Planning Authority (NJTPA) to receive and expend the grant award and In-Kind Match of $17,235.50 for FY2013 Subregional Transportation Planning Program for the period commencing on July 1, 2012 and terminating June 30, 2013; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the c...
