WHEREAS, the State of New Jersey Department of Transportation (“NJDOT”) State Aid to Counties and Municipalities FY2013 Municipal Aid ATP Program (“NJDOT Municipal Aid ATP Program”) provides grant funding for the improvement and construction of local, municipal,and county road and bridge projects; and
WHEREAS, the City of Newark needs to improve various roads throughout the City of Newark; and

WHEREAS, the City of Newark desires to further the public interest by obtaining funding from the NJDOT Municipal Aid Program for improvements to various streets (7 locations) within the City of Newark; and

WHEREAS, on December 19, 2012, NJDOT notified the City of Newark by letter that it would be entitled to an allotment of $1,501,000.00, pending receipt of an online grant application; and
