, WHEREAS, on November 8, 2012, by Resolution 7R3-A, the Municipal Council of the City of Newark authorized the Mayor to accept Youth Workforce Investment Act funds pursuant to the Workforce Investment Act of 1998 ("WIA"), in the amount of $2,087,149.00; and

WHEREAS, there exists a need for NewarkWORKS to enter into a contract with an entity that can provide educational services to forty (40) clients in the area of Academic Remediation training pursuant to the provisions of the WIA for a period commencing on July 1, 2012 and terminating on June 30, 2013 with the funds to be fully expended by June 30, 2014; and

WHEREAS, on April 5, 2012 NewarkWORKS advertised a Request for Proposal, which was returnable on May 3, 2012 for the above-referenced educational services under the provisions of the WIA for Program Year 2012-2013 (a copy of the Request for Proposal is attached hereto and made part thereof); and
