WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $50,000.00 for 2015 Cities Combating Hunger through Afterschool and Summer Meals Program (CHAMPS) and no adequate provision has been made in the 2015 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and

WHEREAS, by Resolution 7R10-a dated December 17, 2014, the City of Newark accepted the 2015 Cities Combating Hunger through Afterschool and Summer Meals Program in the amount of $50,000.00 to provide funding and technical assistance and grant initiative to develop and implement an Afterschool and Summer Meal Program from the National League of Cities (NLC); and

WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year ...
