WHEREAS, the State of New Jersey, Department of Health, through its "Public Health Infrastructure, Laboratories, and Emergency Preparedness" program, offers grants that promote the provision of emergency medical services ("PHILEP EMS grant"); and

WHEREAS, the City of Newark desires to apply for a PHILEP EMS grant to be used by the City to contract with University Hospital for the provision of City-wide emergency medical services for its residents, businesses, colleges, universities and visitors; and

WHEREAS, on or about October 14, 2015, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness electronically submitted an application to the State of New Jersey, Department of Health, requesting PHILEP EMS grant funding in the amount of Two Million, Five Hundred Thousand Dollars and Zero Cents ($2,500,000.00), for the provision of contracted emergency medical services for the period...
