Resolution 7R3-a(S) September 22, 2015 approved a grant agreement between the City of Newark and the National Fish and Wildlife Foundation to restore and enhance degraded wetlands. The City of Newark wishes to enter into a contract with Matrix New World Engineering, Inc., to provide Professional Engineering Services in furtherance of the grant agreement.

WHEREAS, restoration of Newark Bay's wetlands are needed to buffer against shoreline erosion, improve flood control and remove invasive plant life; and

WHEREAS, on or about January 31, 2014, on behalf of the City of Newark ("City" or "Newark"), the Deputy Mayor/Director of the Department of Economic and Housing Development, submitted an application to the National Fish and Wildlife Foundation (NFWF) seeking funding in the amount of $1, 560,000.000 to develop a comprehensive restoration design plan as well as funding to restore and enhance degraded wetlands and habitat on the City-owned parcel 910-964 Doremus Avenue near (Block 5078, Lot 91); and
