WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $700,000.00 for the FY 2017 Smart Policing Initiative Grant and no adequate provision has been made in the 2018 temporary budget for the aforesaid purpose and N.J.S.A 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and

WHEREAS, by Resolution 7R9-a dated February 7, 2018, the City of Newark accepted FY 2017 Smart Policing Initiative Grant in the amount of $700,000.00 to fund the implementation of a Model Precinct Accountability and Cooperation Team ("M-Pact") program, which is an evidence-based policing strategy leveraging crime analysis and technology within the Newark Police Division; and

WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of ...
