WHEREAS, the United States Department of Justice ("USDOJ"), Office of Juvenile Justice and Delinquency Prevention ("OJJDP") solicited proposals for the Community Based Violence Prevention Program (the "Grant"), which encourage cities to develop community-based strategies to reduce crime, violence and recidivism; and
WHEREAS, in May of 2011 the Newark Police Department, in partnership with the Department of Economic and Housing Development's Office of Reentry, submitted an application (the "Application") to the USDOJ requesting grant funding in the amount of $2,196,085.00; and
