WHEREAS, on November 7, 2018 the Department of Health and Community Wellness ("DHCW') declared an emergency for the impoundment and sheltering of animals for the health, safety and welfare of the citizens of Newark, and on November 7, 2018 the Central Purchasing Director awarded an Emergency Contract for the period of November 8, 2018 through December 31, 2018 in the amount of $78,892.61 with St. Hubert's Animal Wildlife Center, 575 Woodland Avenue Madison, New Jersey 07940 ("Vendor") (a copy of Emergency Contract # E-2018-22 is attached); and
