WHEREAS, the City of Newark provides case management and environmental investigation services for children with elevated blood levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure, and healthy housing; and
WHEREAS, the New Jersey Department of Health (NJDOH) has made grant funds available for the provision of such services through the Childhood Lead Program; and
WHEREAS, on April 18, 2019, on behalf of the City of Newark, the Director of the Department of Health and Community submitted an application to NJDOH requesting grant funding in the amount of $1,887,000.00 from the Childhood Lead Program for case management and environmental investigation services for children with elevated blood lead levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure prevention, and healthy housing; and
WHEREAS, as a result of this application, the City of Newark has been awarded a grant in the amount of $1,887,000.00 from NJDOH for case management and environmental investigation services for children with elevated blood lead levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure prevention, and healthy housing for the period commencing on July 1, 2019 and terminating on June 30, 2020; and
WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept the grant award in the amount of $1,887,000.00; and
WHEREAS, the City of Newark must execute a grant agreement with NJDOH in order to obtain the grant award with no City funds required; and
WHEREAS, the City of Newark recognizes that NJDOH may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, in such cases, NJDOH will amend the grant to reflect the extension of the grant period and/or increase or decrease of additional funds if made available; and
WHEREAS, the terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant agreement, subject to approval of the Newark Municipal Council by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to submit an application to NJDOH requesting grant funding in the amount of $1,887,000.00 from the Childhood Lead Program for case management and environmental investigation services for children with elevated blood lead levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure prevention, and healthy housing (a copy of the application is attached).
2. The Municipal Council ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $1,887,000.00 from NJDOH is accepted (a copy of the Letter of Intent is attached).
4. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to enter into and execute grant documents with NJDOH to receive and expend the grant award in the amount of $1,887,000.00 for case management and environmental investigation services for children with elevated blood lead levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure prevention, and healthy housing for the period commencing on July 1, 2019 and terminating on June 30, 2020.
5. The agreement between the City of Newark and NJDOH is ratified from July 1, 2019 to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application, the Letter of Intent, and the grant agreement with the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to submit a grant application, accept and enter into an agreement for grant funding in the amount of $1,887,000.00 from the New Jersey Department of Health for case management and environmental investigation services for children with elevated blood lead levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure prevention, and healthy housing for the period commencing on July 1, 2019 and terminating on June 30, 2020. No municipal funds are required for the acceptance of the grant funds.
