WHEREAS, N.J.S.A. 40A:4-87 provides that the Director of Local Government Services may approve the insertion of any Special Item of Revenue in the budget of any local unit when such item shall have been made available by law and the amount thereof shall not have been determined at the time of the adoption of the budget, and may approve the insertion of any appropriation item of equal amount for the purpose of carrying out the purposes the law making such item of revenue available for expenditure; and
WHEREAS, by award letter dated June 21, 2019, effective July 1, 2019, the North Jersey Transportation Planning Authority (NJTPA) has made available $134,208.75 (includes Federal Funding of $95,367.00, Supplemental Support Funding $15,000.00 + Local In-Kind Match of $23,841.75) to be used for FY2019 Sub-Regional Transportation Planning Program for the City of Newark; and
