WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $8,449,527.00 for the 2020 HIV Emergency Relief Project Grant and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

WHEREAS, by award letter dated October 27, 2019, from the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA), awarded the City of Newark $8,449,527.00 (estimated) to provide Ryan White HIV/AIDS related health and support services to the Newark Eligible Metropolitan Area ; and

WHEREAS, the Department of Health and Community Wellness, contemporaneous with this Resolution, is submitting a related Resolution to obtain authorization to apply and accept a grant from United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) in the amount of Eight Million ...
