WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $7,500.00 for the Medical Reserve Corps Operational Readiness Program, and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated December 6, 2019, the National Association of County and City Health Officials (NACCHO), awarded the City of Newark the 2020 Medical Reserve Corps Operational Readiness Grant for $7,500.00. The aforementioned program focuses on strengthening the Newark MRC Unit in preparedness, response and protection for the health and well-being of residents during a public health emergency by initiating a Junior MRC workforce within the City of Newark; and
WHEREAS, the City’s Department of Health and Community Wellness will be submitting a companion Apply and Accept Resolution for this grant, for Municipal Council review and approval; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2020 pursuant to N.J.S.A. 40A:4-20, including this resolution, total $..................$210,056,644.24
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification:

2. Said emergency appropriation shall be provided for in the 2020 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This resolution ratifies, authorizes and establishes the temporary emergency appropriation for the Medical Reserve Corps Operational Readiness Program (MRC) for $7,500.00. The National Association of County and City Health Officials (NACCHO), awarded the City of Newark the Medical Reserve Corps Operational Readiness Grant. The project period is February 3, 2020 through August 31, 2020.
