WHEREAS, on or about April 10, 2020, the City of Newark, Department of Health and Community Wellness (the "City") in order to combat and stem the spread of COVID -19, opened a quarantine site at the Hotel Indigo, 810 Broad Street, Newark, New Jersey 07102 ("Hotel Indigo"); and
WHEREAS, the United Way of Greater Newark and the Community COVID-19 Advisory Board ("UWGN"), 60 Park Place, Suite 1400, Newark, New Jersey 07102, made grant funds available to combat and stem the spread of COVID-19; and
