WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of One Million Dollars and Zero Cents ($1,000,000.00) for the Ryan White HIV/AIDS - Ending the HIV Epidemic Program, and no adequate provision has been made in the 2020 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by the award letter dated February 20, 2020[KR1], the United States Department of Health and Human Services, Health Resources and Services Administration has awarded the City of Newark the Ending the HIV Epidemic: A Plan for America - Ryan White HIV/AIDS Program[KR2] in the amount of One Million Dollars and Zero Cents ($1,000,000.00). The aforementioned program will provide Ryan White health, social and related services for HIV/AIDS-infected individuals and families residing in the Newark Eligible Metropolitan area (EMA); and
