WHEREAS, all of Essex County has exposure to natural hazards that increase the risk to life, property, environment and the County's economy; and

WHEREAS, pro-active mitigation of known hazards before a disaster event can reduce or eliminate long-term risk to life and property; and

WHEREAS, the County of Essex and the Essex County Sherriff's Office of Emergency Management (Essex OEM), received a grant for pre-disaster mitigation from the Federal Emergency Management Agency (FEMA) and the New Jersey State Office of Emergency Management (NJ OEM) for the purpose of coordinating and creating an All-Hazard Mitigation Plan (the "Plan") for Essex County and the twenty-two (22) municipalities within; and

WHEREAS, the Essex County Mitigation Planning Council is a coalition of Essex County jurisdictions with like planning objectives formed to pool resources and create consistent mitigation strategies within Essex County; and
